The Role of Turkish Municipalities in the EU Accession Process: Potentiality vs. Actuality

In the last decades the EU has put a lot of effort into strengthening the role and the importance of local authorities in the European policy making process. The Maastricht treaty (1993), the Commission’s White Paper on European Governance (2001), the Committee of the Regions’ White Paper on Multilevel Governance (2009) and the Lisbon Treaty (2009) are milestones on the way to a Europe for citizens. Subsidiarity, proximity and partnership are nowadays three main multilevel governance principles. The same importance is attributed to the local authorities in the policies and official documents related to the enlargement process. The IPA II regulation, Country Strategy Papers and the Multi-Country Strategy Papers as well as sectorial operational programs of the IPA II are the latest documents underlining the role of the local authorities in all the enlargement countries and in Turkey’s enlargement process. Today 70% of EU legislation has a direct regional and local impact and EU regional policy supports directly job creation, economic growth and sustainable development not only in the member countries but also in candidate countries such as Turkey. 50% of citizens in the EU believe that their locally and regionally elected representatives are in a better position to represent them at the EU level. The authorities close to the citizens should get also heard during the preparation for EU accession in the candidate countries.

To discuss these issues Friedrich-Ebert-Stiftung EU Office together with SODEM and Friends of Turkey in the European Parliament organizes a panel discussion with Tunc Soyer, chairman of SODEM and Mayor of Seferihisar, Artis Pabriks MEP, co-chairman of the Friends of Turkey group in the European Parliament, Ismail Ertug, Member of the European Parliament, Recep Gurkan, Mayor of Edirne, and Kazim Kurt, Mayor of Odunpazari, The discussion will be moderated by Felix Schmidt, Director of Friedrich-Ebert-Stiftung Turkey.
